There is a tenant and landlord rule book, and you can report him to the authorities including the housing authorities.
Insist that he give a reasonable reference or you will go to the regulators.

l am a landlord and laws are different states. Here in Calif. l would recommend a local consumer protection agency. Or Housing agency. Or District Attorney office. Or rent control board. Or Local dispute resolution program.
